City staff will present information on Housing Element requirements, explain the update process, and take feedback and comments from community members. Public hearings before the Planning Commission and the City Council will be scheduled later this year and early next year.
State law requires that every city in California adopt a Housing Element. It must identify adequate sites with appropriate zoning to meet the community’s “regional fair share” for housing. The Regional Housing Need Allocation (RHNA) for Larkspur for the next eight years is 132 housing units. State law does not require Larkspur to build or finance new housing. Rather, the City must ensure there are adequate housing sites, appropriately zoned, to meet its housing needs. City staff believes the appropriate zoning is already in place in Larkspur and there would be no requirement to re-zone property to meet the new RHNA requirement.
