Important message about Building Division Operations:
As a result of the COVID-19 emergency, the Building Division has adjusted services to be conducted primarily via email , or phone when possible.
The Building Division counter is open to the public on Mondays and Wednesdays from 9am to noon. The Building Department is closed on Fridays.
The City Building Inspector is available at the counter on Mondays and Wednesdays from 9am to 10am.
Due to limited staff resources we are not issuing simple permits "over-the-counter" or conducting in-person plan review at this time.
Permit submissions (large plans etc) can be dropped off Mondays thru Thursday 9 am to 4 pm in a box marked “plan pick up/drop off” second-floor lobby next to the elevator at City Hall, 400 Magnolia Avenue.
Payments and small envelopes can be put in the secured box on the wall to the right of the front door of City Hall.
Larkspur Municipal Code prohibit construction noise on holidays defined as “those days designated or observed as federal holidays: New Year’s Day, MLK Jr.’s Birthday, President’s Day, Memorial Day, Independence Day, Labor day, Veterans Day, Thanksgiving Day, day after Thanksgiving Day, Christmas Day. No inspections will be conducted on those days or Columbus Day.
Accessory Dwelling Units (ADU) and Junior ADUs (JADU)
The Building Department is responsible for enforcing the building, housing, electrical, plumbing, and mechanical codes of the City and:
- Review all construction plans for compliance with State and Larkspur building codes including structural, electrical, mechanical, plumbing, energy efficiency, and flood zone compliance.
- Issue building, plumbing, mechanical, and electrical, permits. The City of Larkspur administers Central Marin Fire Department permits for addresses in the City of Larkspur and for addresses that are in Greenbrae that are in the City of Larkspur. - Perform inspection and conduct code enforcement to ensure that residential, commercial, and industrial construction are in compliance with applicable codes and ordinances.
- Conduct resale inspections and issue resale reports in conjunction with Central Marin Fire Department to identify code violations and address minimum life-safety matters prior to the sale of residential property.
Applicable Construction Codes All private construction and construction and construction related activities shall be in conformance with the 2019 California Building, Residential, Electrical, Mechanical, Plumbing, Energy, and Fire codes.
Building Inspector Office Hours The Building Inspector is available at the Building Department counter Mondays and Wednesdays between 9 am and 10 am.
