June 6, 2012: The City Council adopted Resolution 27-12 designating the use of the community facility parcel as "a mixed use community facility which shall include a library or related services and community center in some combination thereof," and parkland.
May 2012: The City Council hosted three public workshops in May to discuss the use of the community facility/parkland site.
April 24, 2012: The Planning Commission hosted a study session on the community facility/parkland parcel on the Rose Garden site.
December 2011: The City issued phased construction permits to project developer the New Home Company. Site demolition and tree removal concluded in February 2012.
Rose Garden Project Background The City Council approved the development of 85 residential units and six second-units on the 16.8-acre former Niven Nursery site, known as the Rose Garden. The Rose Garden development will also include a 2.43-acre community facility site, multi-use paths, landscaped areas, open space areas, and creek setback and buffer areas.
Central Larkspur Specific Plan
The Rose Garden site is one of three subareas governed by the Central Larkspur Specific Plan (CLASP). The CLASP, adopted in 2006, is designed to facilitate the redevelopment of marginal commercial areas of
Downtown and the adjacent Niven Nursery site into an integrated, cohesive neighborhood.
